According to the Project, the Panemunė by-pass will be built on the territory of Pagėgiai municipality of Tauragė region of the Republic of Lithuania and will be connected with a new bridge over Neman River and Sovetsk by-pass to be constructed by the Partner from the Russian Federation. The Panemunė by-pass will be part of road A12 (E77) Riga–Šiauliai–Tauragė–Kaliningrad and of IA transport corridor (VIA HANSEATICA), which is an important connection of the European Union road network.

The overall objective of the Project is to contribute to the improvement of traffic conditions for transit and long distance transport between the Lithuanian Republic and Kaliningrad Region of the Russian Federation on IA transport corridor, as well as to reducing vehicles-related problems (traffic jams, noise, air pollution) faced by the inhabitants of Panemunė settlement (Lithuania) and Sovetsk town (Russia).

The Financial Project analysis shows that although the project does not generate direct income, it provides social and economic benefits to society.The estimated internal rate of return of the Project (evaluating Panemunė bypass to be constructed on the territory of Lithuania and Sovetsk bypass with a bridge over Neman River to be constructed on the territory of the Russian Federation) is 41.88%.

When the implementation of the Project is finished and transport traffic is diverted to a by-pass, the following benefits will be achieved:

  • Reduced negative environmental impact
  • Reduced accident rate
  • Improved traffic and border crossing conditions
  • Reduced vehicle operating costs.

After implementation of the project the following results will be achieved:

  • Construction of a road section (length – 4 km).
  • Construction of the “fly-over” (length – 0.463 km) over the old water course of river Neman.
  • Construction of the bridgehead (length – 0.085 km) providing connection with the new bridge, which should be built over Neman River by the Russian Federation.

The Lithuania-Poland-Russia European Neighbourhood and Partnership Instrument Cross-border Cooperation Programme 2007-2013 aims at promoting economic and social development on both sides of the EU-Russian border, addressing common challenges and problems and promoting people-to-people co-operation. Under the Programme, legal non-profit entities from the Lithuanian and Polish border regions and the entire Kaliningrad oblast implement joint projects co-financed by the EU.

Lithuanian Road Administration under the Ministry of Transport and Communications of the Republic of Lithuania and the Ministry of Regional Development of Poland (at present the Ministry of Infrastructure and Development of Poland), which is the Joint Managing Authority of the Lithuania-Poland-Russia Cross Border Co-operation Programme 2007-2013 under European Neighbourhood and Partnership Instrument (hereinafter referred to as Programme), have signed Grant Contract ILPR.01.02.01-72-007/10-00 on 28 December 2012. According to this Contract, the Programme assistance of 10 million EURO (34.5 million LTL) has been allocated for the implementation of the Project Construction of Panemune and Sovetsk by-pass with a bridge over Neman River.

Addendum No. ILPR.01.02.01-72-007/10-01 was signed on 20 November 2014.

Addendum No. ILPR.01.02.01-72-007/10-02 was signed on 3 December 2014.

The tender opening session related to purchasing of the project „Construction of Panemune and Sovetsk by-pass with a bridge over Neman River“ works was held on 19 March 2013. Tenderers, which have submitted their tenders, were as follows: UAB Šiaulių plentas, UAB Hidrostatyba, AB Panevėžio keliai, AB Kauno tiltai, UAB Alkesta, as well as joint venture of AB LATVIJAS TILTI and UAB Kauno keliai. The Tender Evaluation Committee has examined all the received tenders and has decided that the winner is joint venture of AB LATVIJAS TILTI and UAB Kauno keliai.

The Lithuanian Road Administration under the Ministry of Transport and communications of the Republic of Lithuania and AB Lativjas tilti (Leading partner of joint venture of AB Lativjas tilti and UAB Kauno keliai) have signed works contract on 10 July 2013. Value of contract excluding VAT is 70.066 million LTL (VAT is 14.714 million LTL).

The contract will be co-financed by the Lithuania-Poland-Russia Cross Border Co-operation Programme 2007-2013 under European Neighbourhood and Partnership Instrument. The amount of allocated grant is 34.528 million LTL.

According to the signed works contract it is planned to perform the following works on the road E77 (A12) Ryga–Šiauliai–Tauragė–Kaliningradas section 183,90–187,90 km: to construct Panemune Eastern by-pass (the total length – 4 m) including fly-over (length – 0.463 km) and bridgehead (length – 0.085 km) insuring connection with new bridge over Neman river, which will be built by the Russian Federation.

All the works should be carried out in close co-operation between institutions and contractors of both countries (Russia and Lithuania). The Parliament of the Republic of Lithuania (Seimas) has ratified the agreement (on 17 October 2012), related to construction of the bridge over Neman River and signed by the Government of Russia and the Government of Lithuania.

The internal rate of return of the Project is 41.88%. Planned works execution date – June 2015.
