The Lithuanian Road Administration has become a state-owned enterprise

The Lithuanian Road Administration (later – the Road Administration) has been reorganized from a budgetary institution into a state-owned enterprise. Its new legal status was registered on 1 September 2020 at the State Enterprise Centre of Registers. The status of the state enterprise will enable to ensure more effective management and attract more investments into upgrading and developing the transport infrastructure of the country.

Mr Remigijus Lipkevičius, Acting Director of SE Lithuanian Road Administration, believes that changes will considerably increase the scope of activities of the Road Administration.

The goals of the Road Administration remain the same: to organize and implement state significance road rehabilitation, maintenance and development, to improve safe traffic conditions on state significance roads and to use the funds of the Road Maintenance and Development Programme (RMDP) efficiently.

A new legal status will expand the enterprises‘s scope of activities, will enable efficient planning and expedient  use of budgetary funds. Moreover, in addition to RMDP funds, the Road Adminstration will have an opportunity to take loans, which will increase its financial capabilities for state significance road development and maintenance.

The state enterprise status will enable to attract and sustain highly comptetent engineers and experts. “Our aim is to become the Lithuanian Centre of Road Infrastructure Planning and Development Competences. The services provided by the Centre will be available to our partners: municipalities and institutions of neighbouring countries. The competences accumulated by the team members of the enterprise will be used in road development planning, pavement condition assessment, transport flow modelling, road development project preparation and management, sustainable mobility planning and organizing as well as implementing traffic safety measures”, says R. Lipkevičius.

The new status will also enable to implement EU directives related to the transition from vignette to e-tolling system.
