Designers are invited to submit proposals for the repair of the Utena road from Molėtai to Utena

2022 06 06

The Lithuanian Road Administration (hereinafter – the Road Administration) announced a public procurement for the preparation of technical work projects and supervision of the execution of the projects for the overhaul of the section of the A14 Vilnius-Utena road from Molėtai to Utena.

Proposals will be evaluated on the basis of cost-effectiveness, with the best proposal being selected on the basis of price/quality criteria.

Following public procurement procedures, the design of the section from Molėtai to Utena (from 64.332 km to 93.726 km) is foreseen to start in the second half of 2023. The plan is to repair the road surface, install traffic safety measures as needed, revise junctions, etc. Detailed solutions will emerge from the technical work project.

“According to the reconstruction schedule presented by the Ministry of Transport and Communications and the State Enterprise Lithuanian Road Administration, the design of all sections of the Utena road will start this year. The repair of this road is one of the Government’s priorities, and we are making efforts to start real reconstruction work on individual stages as early as next year,” said Minister of Transport and Communications Marius Skuodis.

According to Remigijus Lipkevičius, the Head of the Road Administration, we want the project to be carried out according to the agreed timetable and we want to fulfil our promises on time, but this requires the commitment of all those who are involved in the process: from us, to the designers, to the contractors. I very much hope that this project will be a successful example of cooperation between everyone.

Design proposals are currently being finalised for the next section (21.50 to 39.20 km) – Nemenčinėlė-Mileikiai-Gruodžiai. Once the tenders have been prepared, a call for tenders will be announed for the preparation of a technical work project for the entire stretch from 21.50 km to Molėtai. Contract works on this section could start at the end of 2023 once the technical project is completed.

A technical project is also under preparation for the section in Utena (from 93.65 to 95.60 km). Once the designers have submitted the technical project, a call for tenders will be announced for contract works on this stretch.

The main road Vilnius-Utena is one of the country’s main transport arteries, leading from the capital to the surrounding municipalities. The A14 Vilnius-Utena road is one of the most problematic in Lithuania. It is probably the only road with a cement concrete surface, which is worn, deformed and poses a risk to road safety.
